Strong Pokemon. Weak Pokemon.

Is it merely the selfish perception of trainers? Most people think not.

As such, here is a list of initial bans we have placed within standard play:

Pokemon
Mewtwo
Lugia
Kyogre
Groudon
Rayquaza
Deoxys (all forms)
Dialga
Palkia
Giratina (all forms)
Darkrai
Arceus
Reshiram
Zekrom
Kyurem

Moves
Evasion-buffing moves

Abilities

Shadow Tag
Inconsistent

Items
Evasion-buffing items
Critical strike-buffing items (exception: Stick)
Quick Claw
Focus Band
Soul Dew

Rules of Play
To ban something which is presently not banned, or take something off the ban list, we must merely reach the conclusion that it is "breaking" standard play. "Breaking" is to be defined as any pokemon, move, item, or ability which is so powerful that is necessitates either a full team to defeat, extraordinary means or luck to defeat, or can only be defeated by itself.

Furthermore, we also decided some ground rules coming into this new generation. Pokemon cannot be transferred through generations for at least three weeks, and also require four level 100s already present on the game, which have the player as the OT. For the first four weeks, however, all pokemon used in battles must be exclusively from the fifth generation.

Any questions/corrections?
